The International Maritime Organization (IMO) Marine Environment Protection Committee, has recently approved the development of two model training courses for preparedness and response to marine incidents involving hazardous and noxious substances (HNS). The objective of these courses is to provide practical training and guidance in preparing for, and responding to HNS incidents. HNS are very varied and include both bulk cargoes and packaged goods. Bulk cargoes can be solids, liquids, liquefied gases, such as liquefied natural gas (LNG) and liquefied petroleum gas (LPG).

Introductory Course for HNS First Responders
IMO Level 1 (HNS) Benefits:
  • Obtain relevant information for initial assessment
  • Safe first response to incidents
  • Safe site evacuation
  • Understand the risk of handling and transportation of HNS
  • Understand hazard labeling
A course for operational and supervisory staff who are handling or are likely to be exposed to hazardous and noxious substances. An awareness of the nature of these substances, including their behaviour and effects, is important for a safe first response to an incident.

Introductory Course for HNS Incident Managers

IMO Level 2 (HNS) Benefits:
  • An appreciation of the dangers of HNS
  • Understand the contingency plan process
  • Ensure adequate level of response to protect staff and the public
  • Understanding of needs when the response requirement escalates
  • Reduction of risk in the response to HNS incidents
  • Effective use of the media during an incident
  • Learn lessons from previous incidents

A course for Senior Managers or Executives of ports, installations or shipping lines that handle hazardous and noxious substances in bulk or containers. The course focuses on strategic policy, contingency planning and the management of HNS incidents.
