The Oil Spill Training Company has completed a feasibility study for setting up a multi-national company to respond to incidents of pollution, with a focus on the Southern Mediterranean Sea and West coast of Africa. This comprehensive project was carried out on behalf of Sonatrach and 12 partner companies.
We examined the current state of oil spill preparedness at national and regional levels in the context of both the study area’s risk profile and, related environmental sensitivities. This allowed an assessment to be made of gaps in both preparedness and, opportunities for improvement, through the establishment of additional response capacity. Recommendations were also made concerning the nature and scale of supplementary capability appropriate for meeting the needs of the study area.
In carrying out the study, we were able to draw on our extensive knowledge of international and regional approaches to oil spill preparedness, response and cooperation. In drawing up the conclusions and recommendations, full consideration was given to existing response resources available through the tiered response concept. Emphasis was also placed on the need to address procedural, training, and planning issues, alongside the provision of equipment and personnel resources.
We are delighted that the project’s Steering Committee recognized our report as representing a “very professional job”. It is hoped that the study will provide the basis for improving oil spill preparedness within the region.
