Developing exercise guidelines

Peter is playing a significant role in assisting with the drafting, development and implementation of regional exercise guidelines for the Black Sea, acting on behalf of OSPRI.

The Black Sea Commission (BSC) coordinates the Black Sea Contingency Plan for regional cooperation in cases of major incidents. Oil spill exSercise guidelines have been drafted in order to build understanding and familiarization of the procedures in this plan. They draw heavily on the experiences from other regions, such as the Baltic and North Seas.

The workshop involved discussion of cooperation mechanisms during transboundary oil spills

A 'Regional Workshop on Cooperation Mechanisms and Procedures under the Black Sea Contingency Plan' was organised in Istanbul by the BSC, with support from OSPRI and the IMO. Peter worked in partnership with the IMO to deliver and facilitate the workshop. Participants were Government representatives from Bulgaria, Georgia, Romania, Russia, Turkey and Romania who will be involved with the operational use of the Plan. The primary focus of the workshop was on the pollution reporting system (POLREP). The event was regarded a great success as initial step towards building true cooperation in the region.

Responder Companion CDs were distributed at the close; these included workshop materials and the IPIECA Report Series for reference, as well as useful electronic tools (the Responder Tool Kits and NOAA's ADIOS oil fate model)
