At the request of the International Maritime Organization (IMO) and with additional support from the International Petroleum Industry Environmental Conservation Association (IPIECA), we were asked to help draft a new Manual on Oil Spill Risk Evaluation and Assessment of Response Preparedness. We were delighted that our experience and knowledge in the field was utilised to contribute to this important document.
Working within a framework agreed by the IMO’s OPRC-HNS Technical Group, we produced a draft targeted at developing countries wishing to better understand the relation between oil spill risk and preparedness.
The International Convention on Oil Pollution Preparedness, Response and Co-operation, 1990 (OPRC Convention) calls on Contracting States to establish a minimum level of pre-positioned oil spill response equipment commensurate with the risk involved. We hope the new Manual will be formally approved at the 58th Meeting of IMO’s Marine Environment Protection Committee (MEPC) and subsequently help countries and industry implement their contingency plans and develop response capability appropriate to their needs.
