The Oil Spill Training Company understands the need to be prepared and to encourage meaningful cooperation within and between governments and industry. Our personnel have extensive experience in the direction, management and coordination of international and regional oil spill preparedness and cooperation mechanisms. This includes:
- Chairing the IMO working group that developed the International Convention on Oil Pollution, Preparedness, Response and Cooperation 1990 (OPRC Convention);
- IMO Senior Marine Pollution Advisor for over 12 years;
- IPIECA Global Initiative consultant for 4.5 years;
- Coordinating and delivering IMO’s assistance to the development of regional plans and agreements in the Black Sea, the Caspian Sea, North West Pacific, the Middle East, East and West Africa regions;
- Representing IMO at regional workshops and forums internationally;
- Managing the Oil Spill Preparedness Regional Initiative (Caspian Sea – Black Sea – Central Eurasia).

This unrivalled experience means our consultants are known and respected around the world, having played pivotal roles in the implementation of varied preparedness initiatives.
We have worked in close cooperation with senior representatives from national governments, the IMO, IPIECA, ITOPF, IOPC Funds, UNEP, lending institutions (e.g. World Bank and EBRD), regional centres (e.g. REMPEC, REMPEITC-Carib, MEMAC and MERRAC), ‘Tier 2’ and ‘Tier 3’ Responders and many others to help promote and ensure improvements in regional and national contingency arrangements.

We can supply personnel who are able to manage dedicated regional preparedness initiatives or to coordinate and support activities within existing programmes such as workshops, seminars, conferences and training courses.
We can advise on the development of suitable texts for regional government or inter-company agreements, convention protocols, plans of cooperation and memoranda of understanding. We also have extensive knowledge of oil spill legislation in various countries and can advise governments on the development and implementation of statutes.
